The win-back email list came back empty

Symptom

Every month Marketing sends a win-back email to customers who signed up but never bought anything. The list came back with zero rows this morning and the campaign is scheduled for tomorrow. Last month it had a few dozen names. The only thing that changed in between is that we turned on guest checkout in July.

Steps to reproduce

Run the "never ordered" mailing-list query against the sample data in the repo and compare it with the customers table: several customers have no orders at all.

Expected

Every customer without an order is listed, with their id, name and email, ordered by id. In the sample data that is Liam Chaudhry, Priya Nair, Aiko Tanaka and Felix Brandt.
